Vision

Every child and family in San Mateo County has high quality care and learning opportunities.

Mission

The CCPC takes the lead in planning and advocating for quality care and early education for all children, from birth to age thirteen, in San Mateo County.

Values

The CCPC values all children and families equally.

We welcome and embrace diversity among individuals from all backgrounds, races, ethnicities, abilities, gender and gender identities, sexual orientations, immigration status, and religions.

We will advocate for, and protect, the rights and opportunities of all children and families in our community, as well as those who provide their early care and education.

Guiding Principles

Decisions and actions that the CCPC undertakes are informed by current research and local needs assessment and are guided by the following beliefs about high quality child care and learning opportunities.

• High-quality child care and learning opportunities should be accessible for all children,
  birth through age 13, regardless of race, religion, ability, language, economic status,
  immigration status and geographic location.
• High-quality care includes safe facilities and environments.
• High-quality care and learning programs require a well-trained, well-paid, and nurturing
  workforce.
• High-quality care includes a holistic, inclusive, and culturally/linguistically responsive
  approach focused on health, learning and family support.
• High-quality care and learning opportunities must be aligned and linked to a high quality
  elementary school system to sustain impact.

• Conduct a county-wide Needs Assessment every five years
• Prepare a comprehensive county-wide plan for childcare (CCPC Strategic Plan 2019-2024)
• Determine priorities for the allocation of state and federal child care funds to the Early Learning & Support Division (ELCD) of the California Department of Education:

• Assist in the formation of collaborations to meet local childcare needs
• Design a system to consolidate local child care waiting lists

Report on the Early Care and Education Workforce of San Mateo County

The Council is co-chaired by the San Mateo County Superintendent of Schools, Nancy Magee, and San Mateo County Supervisor, Jackie Speier. Members must include:

• parent consumers of child care
• child care providers
• public and community agency representatives.

There are 20 voting members jointly appointed by co-chairs. The term of membership is (4) years.

Committees of the Council are organized to further the goals of the Strategic Plan.  Membership includes both Council members and interested community members.  Council members and interested community members can serve on committees. Committees usually meet prior to the full CCPC meeting, and they may also meet at other times if necessary.

Leadership and Impact

Provides information and policy strategy to the CCPC on local, state and federal public policy as it relates to early learning and care.

Workforce

Supports recruitment, retention, professional development, and higher wages for the early learning and care workforce with the goal that San Mateo County has a robust, well-trained and well-paid early learning and care professional workforce with the competencies necessary to provide high-quality experiences for children.

Quality

Focuses on supporting the ongoing implementation of Quality Counts San Mateo by considering quality in early learning and care settings holistically with the goal that every child thrives socially, emotionally, and academically because they attend quality early learning and care programs.

Access

Works to increase the supply of high-quality early learning and care for children birth through age 13, identifying and recommending solutions to remove access barriers, with the goal that families of all socioeconomic levels have access to high-quality child care.

On September 16, 2024, the Child Care Partnership Council approved a Universal PreKindergarten (UPK) Mixed Delivery System Planning Report (access versions in Spanish and Chinese). The report outlines the strategic planning efforts to establish a comprehensive, “mixed delivery” UPK system in San Mateo County. This initiative is aimed at ensuring that all 4-year-olds and an increased number of at-promise 3-year-olds have access to full-day, high-quality early education and care programs before kindergarten entry. The report synthesizes data and community input to create strategic recommendations to address local needs and enhance early childhood education outcomes.
